No panel exists to list all recent / unpublished articles from the wiki, regardless of the blog configuration for Blog.WebHome

For BLOG-11 , the default recent posts panel was contextualized to the current blog being displayed.
Starting with this logic, this panel has started to rely on the configuration of Blog.WebHome as a blog to handle its "default" display.
Now, Blog.WebHome is a strange mix of an aggregated blog and an individual blog (see issue BLOG-164) and the trouble is that as soon as this blog configuration is changed or the blog is removed (because not needed), the recent blog posts panel fails with error.
There should be a panel to get all articles, regardless of the existence and configuration of Blog.WebHome. The easiest would be that this panel starts to properly display articles regardless of the blog they're part of.
