Publishing time stays the same even if TIMEZONE is changed

Steps to reproduce:
1. Go to Administer wiki > Content > Localization and change the TIMEZONE from the default "System Default" to any other.

2. Go to Blog Application and create a blog post

Expected result:

During the blog post creation process, the  "Set the publication date to: " from the bottom of the page should change according to the TIMEZONE from Localization.

Actual result:
The "Set the publication date to: " does not change according to the TIMEZONE and stays the same (it looks like it stays the same as the System time)
