It's not possible to control categories management permissions of the default blog

In the default blog, categories reside within the Blog space, where the entire blog structure and associated data are managed collectively.
However, this integration limits the ability to control category management permissions independently.
Since newly created blogs already feature a dedicated space for categories in XBlog.Categories, updating the default blog structure to align with this approach  and introduce Blog.Categories location for categories would enhance consistency across the application, ensuring a more uniform and structured category management system.
