Blog posts with & character on their title are not correctly displayed in Blog-List and blogpostlist-Macro (Again)

This seems to be an old Bug which got fixed before and now reappeared with the latest Update.

As far as we can tell it affects &-Symbols and "-Symbols in the titles of Blog entries when displayed in Lists, which get encoded as 

& and "

We updated the Blog-Application from 9.15.6 to 9.15.9 and the xWiki from 16.10.14 to 16.10.16 when this issue reappeared.
