Performance of blog category panel is still not enough

Tested under load and at an XWiki user with many categories and lots of articles:

1/ We introduced a parameter in the panel to deactivate counting
2/ Using the new cache macro in 2.7.1 and trunk helps a lot

I suggest fixing this issue by using the new cache macro
