Reproduction

1. Create a new book/library
2. Create a new versioned page, by clickin the New Page button and providing a name without checking the unversioned page box.

Result

A new page is created, a WebHome, like if the page was unversioned. It's not set as unversioned, and neither is a versioned content page.

Expectation

It shouldn't be possible to create such a page.
