Refreshing the page of the publication job progress re-runs a publication, without any confirmation or warning to the user

How to reproduce:

• prepare a publication configuration
• publish it
• on the page where the progress is displayed, refresh the browser page (ctrl + R, or f5, or the dedicated button on the browser UI)
• a new publication job is launched, which can be seen in the ID of the publication job.

Technically, today, the publication job is launched by submitting a GET form to the publication job page (see also BVERSION-125), which can be refreshed in the browser countless times.
