Publishing just a page or a set of pages from a book breaks the links inside the pages

Steps to reproduce:
1. Publish a book containing pages which have links inside them pointing to other pages of the book.
2. From the same book, publish only a page containing links to other pages from the book.

Expected result:
The page gets published and the links inside the page still work.

Actual result:
The page gets published, but the links no longer work. The links are modified, and this can be seen from the history tab of the page.

Reproduced on version 1.21 of Book Versions Application on XWiki version 16.4.6

The same behavior is observed with other referenced content (includeSibling, include, etc.) in the same scenario. This indicates it might have the same root cause.
