When branch publishing (not the whole space), IncludeSibling references do not update correctly

To reproduce:

1. Publish a whole space, which will include Page A and Page B.
2. In the master space, on Page A, set up an IncludeSibling reference to Page B.
3. Publish only Page A.

Result: In the target, the reference to Page B is not formed correctly.
