Text selection is not stable sometimes when editing on Edge and Chrome

STEPS TO REPRODUCE

1. Go to a page containing some paragraphs having an empty space at the bottom or between paragraphs, where a red dotted line exists, having the option to Insert another paragraph by clicking on the 'Insert paragraph here' button: Insert_paragraph.png
2. Edit the page in WYSIWYG mode
3. Click on a paragraph
4. Click on 'p element' from the bar on the bottom of the CKEditor editor box
5. Move the mouse cursor over the dotted red line

EXPECTED RESULTS

The respective paragraph remains selected.

ACTUAL RESULTS

The selection changes (moves up) on other elements with each move of the mouse over the red dotted line.

The same behavior reproduces also when selecting a heading (h1 for example) or even body.

The issue has been reproduced only on Chrome 85 and Edge 85.
