CKEditor does not load if installed (only) in one subwiki

    Description

      If I attempt to install CKEditor integration only in one subwiki but not in the main wiki. Attempting to load CKEditor fails with the following:

      http://192.168.2.103:8080/xwiki/webjars/application-ckeditor-webjar/1.4/ckeditor.js Failed to load resource: the server responded with a status of 404 (Not Found)
