Ability to create a link to a non-existant page from CKEditor

When using the editor, a common use case is to want to create a link to a non-existant page and then follow that link in order to create the page. When I create a link and type the name of a page which does not exist, instead of creating it, the link that is created points to the same page which I am editing.
