Re-add toolbar buttons for controlling the status of relevant components

    Description

      The synchronize.do page has been restyled and all the previous buttons in the toolbar removed because many of them were obsolete (they have been commented out in the JSP).

      Some of them should be re-added, such as the one for connecting/disconnecting the content provider.
