Save button should be enabled once the title is entered in the modal

Reproduction steps:

• Edit a page
• Click "Save as change request"
• In the opened modal enter a change request title

Expected result:

• once a character is entered in the title field, the save button should be enabled

Obtained result:

• the save button is enabled only when the title field lose focus
