Missing approval strategy panel text

Reproduction steps:

• Chose "Require all approvers to approve (without fallback)" approval strategy in administration
• Create a change request
• Open the check tab to see information about the strategy

Expected result:

• A text explaining the strategy is displayed

Obtained result:

• a velocity variable is displayed (see screenshot)
