Anybody should be able to edit change requests created by Guest user

Right now any guest user can edit the change request of any other guest user.
However none of the logged-in user can edit those change request: it's a bit inconsistent.
In order to fix this inconsistency, we should allow anyone to edit a change request authored by a guest user.
