Stale change request cannot be reopened

Reproduction steps:

• Create a change request and configure the stale scheduler so that it closes it
• With same user who created the change request click on "Open" button

Expected result:

• The change request is opened again and work can be resumed

Obtained result:

• An http 403 error message is displayed:
