Minimal approver warning message is displayed on all pages for admin users

It's quite disturbing for admins to see the minimum approvers warning message on all pages: this is related to the fact that by design admins always have CR right on any pages.

A way to avoid that would be to display the message only if the user does not have edit right on the page. It's not perfect as Admin will stop seeing the message at all when they're logged in, but in the other hand this warning message will be displayed for anyone else trying to use CR on a page where there's missing approvers which is probably enough.
