Approvers are not taken into account when editing a page

Reproduction steps:

• Configure CR to use a minimum number of approvers
• Edit a page and save as change request
• In the modal set some approvers
• Save the change request

Expected result:

• in the diff of the change request, the approvers should be stored

Obtained result:

• the diff shows that no approvers are stored
