Edit / Create button for people who do not have edit right is confusing for people

The fact that we're using exact same wording for Edit / Create button when people doesn't have edit rights, and when they have edit right is confusing since in one case it leads necessarily to the creation of a change request, while in other case it leads to a standard edition.

Moreover it makes debugging far more difficult since people need to check URLs.
A proposal would be to reword those actions "Request edition" and "Request creation" so that it's more clear those are only for creating change requests.
