Add possibility to perform custom check of the doc to be saved when creating a CR

We provide an API and several checks for ensuring it's ok to add new changes for a CR. However we don't have an API to ensure it's ok to create a CR with a given filechange.
This could be useful for custom work to be able to perform those checks.
Note that CRAPP-189 should then be refactored to be one of those check.
