Add capability to cancel the save of a filechange

This improvment is about making the new FileChangeDocumentSavingEvent closer to the DocumentSavingEvent by allowing to cancel it: in such case, it would allow some custom code to perform checks on the document about to be saved and to prevent proceeding on the save in very specific cases.
