Local users not properly handled for setting approvers

Apparently local users are not properly handled when setting the approver using the save change request modal.
Also it seems that the link for the approvers is not taking into account the wiki reference, even if the approvers are properly stored.

Reproduction steps:

• Create a subwiki only available for local users
• Create a user account on it
• Request creation of a new page and on saving the change request specify the new user as an approver
• Once the CR is saved open the review tab

Expected result:

• the review tab should display a link to the local user

Obtained result:

• the review tab displays a link to a main wiki user
• when checking the object value it shows that the user has been saved with main wiki reference
