Review notifications are improperly displayed as performed by a delegate

Reproduction steps:

• Enable change request notifications
• Create a new page and assign it approver Foo
• Edit the page and open a change request for it
• Approve the change request with Foo
• Login with the user who created the page and check notifications

Expected result:

• the user should have a notification saying that the CR has been reviewed by user Foo

Obtained result:

• the notifications displays that the CR has been reviewed by Foo as delegate
