Review comment shouldn't be possible when comment right is denied

Reproduction steps:

• Create a change request with approver Foo
• Deny comment right to approver Foo
• Login with Foo and review the CR

Expected result:

• The comment editor shouldn't be displayed along with the review

Obtained result:

• Foo can add a comment with the review choice
