Inconsistent merge operation in case of outdated file after deletion

Reproduction steps:

• Create 2 pages Page1 and Page2, with 2 approvers Foo and Bar
• Create a change request containing changes for both pages
• Delete Page1
• Approve the change request with Foo and Bar
• Merge the change request

Expected result:

• When clicking on merge either an error appear because it's not anymore applying an edition, or the merge happens succesfuly by creating back the page with the new changes

Obtained result:

• The status is showing that the status went to merge, and then back to ready for merging:
  
• No change have been applied either or Page1 or on Page2
• The Merge button is still available
