Provide an API to allow split a CR without a change

It would be useful to be able to entirely drop changes of a document sometimes, mainly for security reasons. Easiest way would be probably to delete the CRs related only to that document, and split the CRs that contain multiple changes including the one related to that document, but without keeping that doc.
