Review button does not work when using the wiki editor

Reproduction steps:

• Set the preferences of a user to use the "Text" editor
• Create a change request
• Click on the review button

Expected result:

• the review area is displayed with a text editor

Obtained result:

• the page is entirely replaced with an editor as shown in:
  

Original description:
When clicking the review button for any change request, I am taken to what appears should be an editor form to write a review, but actually, I am taken to a completely blank page, with some buttons of the text editor on top and nothing else. Can´t see nothing, there is no save button, the editor buttons are not working.

Happens in Firefox and Chrome.
