Editing a diagram document in an open CR does not open the Diagram Pro app

Steps to reproduce:

• Install the CR version 1.12.1 and Diagram Application 1.19.4
• Go to Diagrams and create a new diagram
• Save as Change Request
• Open the Proposed Changes tab and click on Edit

Result:

• the Diagram content not rendered

Expected result:

• the Diagram content is rendered
