CRs LD displayed at the bottom of the Page Index tabs when they should not

Right now the CR app adds LDs at the bottom of existing tabs in the Page Index page. This has several drawbacks but the biggest one is that it's not easy to see it and it's not the goal of the existing tabs to also display CRs.

I'm not exactly sure why we want to list CRs there (surli ?) but assuming we need them, I'd propose instead to contribute a new tab called "Change Requests" which would list all CRs and allow users to filter them (active, deleted, etc).

I'm not sure why we need this since we already have the home page of the CR app that does this.
