Bad encoding in proposed title

Reproduction steps:

• Create a page with a title "Page & Test"
• Edit the page and save the change in a new CR (without changing the title)
• Open the CR

Expected result:

• the displayed title for the page is "Page & Test"

Obtained result:

• the title is wrongly encoded:
