Posting a review without comments should not create a discussion message

Reproduction steps:

• Add a review to a change request with leaving the comment field empty

Expected result:

• Only the review is displayed and the description activities only list the review information

Obtained result:

• The review is displayed along with an empty div for the message, the description activities list both a new review and a new message
