Padding is confusing on "Manage" dropdown header

Reproduction steps

1. Click on the three dots button on top right of the page

Expected

The more actions menu opens, with headers and buttons clearly differentiated.

Actual

The padding on the dropdown header is too high, making it look like a disabled button with smaller font.
