Notify of improper XWiki instance configuration

    Description

      If the user is logged in to an XWiki instance that does not use a token based authentication service, the login will not actually work but there will be no notification to tell the user that, nor an admin that could fix this setting.

      The goal here is to display a banner in this situation.
