Unable to create a page at the root location

It is no longer possible to create a page directly at the root level in Cristal.

When creating a new page and selecting Root as the page location, Cristal returns an error You do not have the right to create a page in . and the page is not created.

This worked as expected in an earlier version 1.4.0. For now, I can only create the nested page with parent of old Cristal page as parent.
