TOC indentation on View is different than Edit

    Description

      Step 1 - View a collection that had 4 or 5 resources
      Step 2 - View the same collection by selecting to edit the collection

      Bug
      1. The long titles are not wrapping consistently. Edit is correct
      2. The collection should be at the top of the panel but it is below that arrow
      3. Where should that arrow go? I think it is suppose to be after TABLE OF CONTENTS
