Private Resources should show up on TOC

    Description

      Step 1 - Go to one of your collections that has several resources
      Step 2 - Edit the collection
      Step 3 - Select one of the resources
      Step 4 - Select Info, then select Private
      Step 5 - Save and close
      Step 6 - Refresh page to get a new TOC

      Bug
      The resource that was made private is not showing up on the list when it should.
