Groups, Collections are not inheriting Private setting on Private Groups

1. Create or make set a group where the Default Access Privileges is Private
2. Go to the Curriculum Tab and Add a Group Collection
3. Give it a name, etc. and click Next to go to the second page of Meta Data

The collection should inherit the rights from the group. In this case Private.
