on the create a new group form, add an i-ball tooltip to the right of the Select a Language drop-down

This improvement is being requested based on user confusion from a demo today. We need to help people understand what this language setting means here.

The display text for the trans string for this i-ball tooltip should read:

"This default language setting will be applied for any curriculum resources or collections created or added by your group. It will also enable people who seek a group communicating and working in your language to find your group."

[Please note: According to JM, this field actually doesn't work for inheritance or deafult settings for content and that will be addressed in 1.5.1.]
