fix the extra spacing that appears in front of bulleted lists

In IE7 for XP, there is a difference between how spacing appears in the CB vs. the main site. In the main site, there are extra line breaks appearing in front of bulleted lists. See for instance this resource:

If you view this resource in the CB, it looks fine:

We should make the version in the main site appear exactly like the version in the CB.
