fix layout of Subject and Ed Level in forms

(4) It seems like the Subject and Ed Level module layouts should be more parallel, such that if there is a line's worth of space below the mini instruction text and above the Subject Index tree, then there should be a line of space above the Ed Level checkboxes and the mini instruction text.

Note for example the current implementation in the first info settings dialog on Production, when you click "Build a Collection" from the left nav.

For (4) It should look more parallel although there is a longer margin on the top of the tree in ie. Cant find a css reason to that for now? It looks like there is a text node on ie, maybe thats why? Is there anyway Niels you can remove it? or put the whole <script><style>. tags inbetwwen the instructional and the tree view in a container we could set in display none?
