User view another user's contribution. Build Up link not available for a public asset. But in the view mode, build up link is available.

Login as a normal user.
Search for anohter user's profile
Go to the collection of that user.
It is noted that for a public resource, only Vew & edit link is available.
But once the user click View link and goes inside, Add and Build Up link is shown.
