adjust spacing between mini instruction text and WYSIWYG windows inthe Nortel LearniT LP form

For the form at

http://next.dev.curriki.org/xwiki/bin/view/CreateResources/NortelLearniTLessonPlan

note that the "mini instruction text" appears to be at least a full line space above the WYSIWYG toolbar.

Please close this up so there's no extra space.

The same problem is now occuring on production for the other two forms, and should be fixed for those as well.
