newly created group collection didn't take group's default Access Privilege

On Production, I started a new group, and selected "Protected" for the group's default Access Privilege.

When I clicked "Add a Group Collection" on that group's Curriculum tab, the Access Privilege was not defaulted to Protected for that new collection; it was shoing Public (the no-inheritance default).

I believe any resources created in a group's collection space are supposed to take the default Access Privilege setting that appears under Group Information.
