change link in footer for CC licenses (or add add'l) to instead go to Help article which from there links to CC info

As per DD: "Bobbi suggested I run this by you. We've had two calls over the past week from folks who were getting on the site for the first time and had not yet registered. They were both curious about licensing issues, but when you click on the "creative commons" link at the bottom on the home page, a list of six possible licenses appears. My understanding is that there is more explanation when the user gets to the point of uploading resources, but for someone who is exploring the site prior to joining, it's not clear which license we do indeed use. We're thinking that maybe the same language needs to appear for the unregistered masses, as well....."

JL reply: "Great idea. Do you think if the link went to a CurrikI Help Collection article w/ more detail, which from there linked to the CC available license information page, that'd do the trick?"

DD: "Yes, yes, yes ... !!! You rock!"
