Search: Search Tips not on top when selected again.

    Description

      1. Go to Search
      2. Select Tips
      3. Window appears.
      4. Select the curriki window (Search tips is now in the background)
      5. Click Search Tips again

      Bug
      Search Tips should be the window in front now but isn't.
