Non-Admin member can not save changes to another members resource - information tab

1. Edit another users resource as a non-admin http://next.dev.curriki.org/xwiki/bin/view/Coll_TestingTodd/TEstingBug3057
2. Go to the information tab
3. Put in a new title
4. Save

Nothing happens. Changes not saved.
