impossible to Nominate a resource for review by CRS

When logged in as a member, go to the resource at

http://www.curriki.org/xwiki/bin/view/Coll_Group_CatholicSchoolsHighSchoolEnglish/InAnothersShoesToKillaMockingbirdandTextualConnections

and click the Nominate link in the Info Header.

Clicking the link does not bring up the Nominate dialog, but it should.
