RVE: Add link should not show up unless the member has at least one collection

    Description

      1. Delete all of your collections or sign in as a new member
      2. Create one Resource
      3. View that resource

      Bug
      When Viewing the resource, the Add link is visible. It should be hidden as there are no collections to add it to. User needs as least one collection anywhere for this to appear.

      I cannot supply a URL as I am testing and I will shortly have collections.
