Spec Change: Can Oraganize appear after just one resource instead of two?

1. Create a new user
2. Create a collection
3. Add a resource

Spec Change
Currently, Organize link does not appear unless there are 2 resources, but since we have remove, it would be fine to have organize appear when there is only 1 resource. RVE happens to work this way.

Easy to change?
